청년들, 지속가능발전을 위한 생물권보전의 의미와 가치를 공유하다 2019-05-22 유네스코한국위원회(사무총장 김광호)는 MAB한국위원회, 고창군과 함께 7월 9~12일 전북 고창 선운산 유스호스텔에서 ‘유네스코 MAB 청년포럼’을 개최한다. 이 포럼은 생물권보전지역에 대한 청년의 이해를 돕고, 생물권보전지역에서 연구, 생태관광, 교육 등 생물권 보전과 발전을 위한 청년의 활동을 촉진하고 지원하기 위해 마련되었다.▲MAB국가위원회(MAB National Committee): 약 160여 개국에 MAB국가위원회가 설립되어 각국의 MAB 사업을 계획·자문·수행하고 있다. 우리나라는 1980년에 MAB한국위원회가 설치되어 현재까지 운영되고 있다.유네스코는 2017년 이탈리아 베니스 포 델타 생물권보전지역에서 처음으로 MAB 청년포럼을 개최하여 전 세계 청년들의 MAB 활동을 공유하고 청년들이 MAB 활동에 주도적으로 참여할 수 있도록 청년들의 목소리를 담은 선언문을 채택한 바 있다. 올해 포럼은 국내 청년들의 활동을 강화하는 데 중점을 둔다.공개 강연으로 진행되는 첫날에는, 각각 ‘MAB와 생물권보전지역’과 ‘생물다양성과 지속가능발전’을 주제로 하는 두 차례의 기조강연이 진행되어 포럼 참가자뿐만 아니라 생물권보전지역의 가치에 대한 일반인의 이해를 돕고 공감대를 확산하는 시간을 가질 예정이다.둘째 날에는 국내 생물권보전지역에서 활동하는 청년들을 초청하여 연구, 생태관광, 특산품 사업 등의 활동을 공유하고, 생물권 보전·발전을 위한 토론을 진행한다. 포럼 셋째 날에는 2013년 군 전체가 생물권보전지역으로 지정된 고창 생물권보전지역 현장 방문이 예정되어 있으며, 마지막 날에는 고창 생물권보전지역 활동을 위한 제안으로 포럼을 마무리한다생태환경 및 생물다양성에 관심 있는, 만 18세 이상 35세 미만의 청년이면 누구나 신청할 수 있으며, 참가 신청은 유네스코한국위원회 홈페이지에서 신청서를 내려받아 5월 31일까지 이메일(sc.unesco@unesco.or.kr)로 제출하면 된다.▲인간과 생물권 사업(Man and the Biosphere Programme: MAB)은 동·식물, 대기, 해안의 자연과 인간을 포함한 전체 생물권에 인간이 미치는 영향에 대해 연구하고 전세계가 함께 생물권 파괴를 막기 위한 연구 및 훈련, 교류 활동을 수행하기 위해 1971년 유네스코 총회를 통해 공식 설립된 사업으로, 현재까지 150여 개국이 이 사업에 참여하고 있다. ※신청서 다운로드: https://www.unesco.or.kr/news/notice/view/1435/page/0? '소멸 위기 언어’로 전하는 언어 다양성의 가치 2019-05-13 유네스코한국위원회(사무총장 김광호)는 2019년 5월 9일, 유네스코회관 앞에서 ‘세계 토착어의 해’ 기념 거리행사를 진행했다.일반 시민의 참여와 관심을 유도하기 위해 유네스코회관 앞 거리에서 한 시간 동안 진행된 이번 행사에서는, 유네스코가 지정한 ‘소멸위기에 처한 언어’인 제주어로 노래하는 제라진소년소녀합창단, 유네스코 글로벌 학습도시인 성동구, 주한 방글라데시 대사관이 참여하여 공연을 펼쳤고, 제주어 관련 정보를 얻을 수 있는 홍보 부스 운영 및 SNS 사진 이벤트도 진행되었다.김광호 사무총장은 “인류의 소중한 유산이자 지혜의 그릇인 토착어 보호”의 중요성을 역설하면서, “본 공연이 언어와 문화 다양성이 인류에게 갖는 중요성에 대해 깊이 생각해보는 기회가 되었으면 한다”고 전했다. 유네스코 문화다양성협약 국제포럼 개최 2019-04-30 - Reviewing the status of implementation of the 2005 Convention- Suggesting directions for domestic cultural diversity policy On April 18, the Korean National Commission for UNESCO held an International Forum on the UNESCO Convention on the Diversity of Cultural Expressions, in cooperation with the Arts Council Korea and the Ministry of Culture, Sports. The venue was the National Museum of Modern and Contemporary Art in Seoul. The forum was designed to increase local understanding of the concept of cultural diversity and to raise awareness of current international discussions regarding issues associated with the interpretation of cultural diversity, so that local organizations can implement cultural diversity projects with greater knowledge and awareness. Approximately 200 people attended the conference, including academics, civil society activists, and interested members of the general public. The forum focused on progress and challenges in the implementation of the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions (the 2005 Convention), and offered an overview of the Global Report on the implementation of the 2005 Convention, which was published by UNESCO last year. Two experts who participated in the drafting of the Global Report gave presentations at the forum. Andrew Firmin, Editor-in-Chief of CIVICUS’ State of Civil Society Report, presented on sustainable cultural governance and civil society participation, and Sara Whyatt, former Deputy Director of PEN International, gave a presentation entitled "the freedom to imagine and create." Lectures and discussions were also held on cultural diversity issues specifically within the Korean context. Professor Han Kyung-Koo from the College of Liberal Studies at Seoul National University, was among several professors, from the Republic of Korea and other countries, who discussed the Convention on Cultural Diversity in the Korean context, and the interpretation and practice of cultural diversity in Korean society. Mr. Kwang ho Kim, the Secretary-General of the Korean National Commission for UNESCO, said, "I plan to provide more opportunities for discussion on the subject of cultural diversity in the future, to foster a richer, more nuanced discourse on this subject than currently exists within Korean society.” The 2005 Convention is an international convention adopted in 2005 for the purpose of the conservation, protection and promotion of diversity of cultural expressions. A total of 146 countries are currently party to the convention. The Republic of Korea became the 110th country to ratify the convention, in 2010, and is now a member of the intergovernmental committee for the convention, representing the Asia-Pacific region together with China and Indonesia. Kick-Off Meeting for GCED Curriculum Development and Integration 2019-04-24 From the 19th to 22nd March, APCEIU held a Kick-off Workshop to launch the 2nd round of GCED Curriculum Development and Integration project. For the last 3 years, from 2016 to 2018, APCEIU has successfully finished the 1st round of GCED Curriculum Development and Integration project for four countries, Cambodia, Colombia, Mongolia, and Uganda. The 2nd round project, for the next 3 years, involves four new participating countries which are Sri Lanka and Philippines from Asia, Kenya from Africa, and Lebanon from Arab States. In the first year, MOU will be concluded with the respective MOEs (Ministries of Education), and there will be situational analysis and local capacity building workshop for tailored assistance to each country. A total of 30 people attended the workshop, including the 2nd round countries’ MOE officials, researchers and relative people from the major partner organization, 1st round government officials, and APCEIU staff. Respective participants of the 2nd round successfully kicked off the project by sharing their 3 year plan and discussing detailed implementation strategy of the first year. Particularly in this workshop, a workshop program was held to not only establishing a cooperative system between the 1st round and 2nd round countries, but also, strengthening the competence for the both round countries. The agenda of the Kick-off Meeting was as follows: Introduction to the GCED Curriculum Development and Integration project Sharing project contents and achievements of the 1st round countries Methodology for the development of GCED and its application on domestic curriculum Monitoring of GCED curriculum development and guide for evaluation Experiencing GCED teaching method Discussion for establishing specific action plans for each country Reviewing delivery system for national curriculum and monitoring system Sharing key documents and materials for status research Discussing about plan and role division to hold local capacity building workshop This meeting was able to reaffirm on-going effort of GCED advocacy in the participating countries and secure continuous partnership between APCEIU and the relevant institutions for the next three years. 2019년 세계시민교육 중앙연구회: 제1회 세계시민교육 아카데미 ‘회복적 생활교육-평화로운 학교 만들기’ 개최 2019-04-23 유네스코 아시아태평양 국제이해교육원 (이하 아태교육원)은 지난 4월 19일 및 20일 양일 간 ‘2019년 세계시민교육 중앙연구회’ 회원 선도교사들을 대상으로 제1회 세계시민교육 아카데미 ‘회복적 생활교육-평화로운 학교 만들기’를 개최하였다. 현장 교사들의 세계시민교육에 대한 심화 연구 및 훈련 기회를 확대하고자 아태교육원은 세계시민교육 선도교사들을 대상으로 한 세계시민교육 중앙연구회를 운영해오고 있으며, 연구회 활동의 일환으로 주제 및 대상별 심화 워크숍으로 구성된 ‘세계시민교육 아카데미’ 시리즈를 매월 진행한다. 4월 19-20일 양일간 진행된 제 1회 세계시민교육 아카데미는 에듀피스 서정기 대표를 초청해 ‘회복적 생활교육-평화의 교실 만들기’ 워크숍을 개최, 회복적 생활교육 개념에 대한 주제 강의, 회복적 생활교육 기법 실습, 다양한 실천 사례 및 예시 등을 공유하였다. 참가 교사들은 학교에서의 교사-학생 간 혹은 학생 간의 회복적 정의 (Restorative justice) 실현을 위한 방안에 대해 논의하고 교사로서 경험한 다양한 갈등 조정 사례들을 진솔하게 나누는 시간을 가졌다. 이를 통해 교사들은 세계시민교육 실천의 기본인 존중과 공감에 기초한 교육에 관한 관점을 되새기고, 학급 안팎의 갈등 및 폭력의 문제를 현상으로서뿐 아니라 관계와 철학의 관점에서 고민하고 방법을 찾아가야 할 필요성을 다시 깨닫게 되는 시간이었음을 밝혔다. 아태교육원은 교사들의 세계시민교육 역량 강화 및 비판적 관점 확대를 위한 아카데미를 연말까지 개최해 교사들에게 현장 기반의 실천적 세계시민교육 학습 기회와 다양한 공유 기회를 제공해나갈 예정이다. 2019 세계시민교육 선도교사 학교장 및 교육청 담당자 세미나 개최 2019-04-11 교육부와 유네스코 아시아태평양 국제이해교육원 (이하 아태교육원)은 지난 4월 5일 선도교사 소속 학교장 및 시도 교육청 담당자를 대상으로 세계시민교육 선도교사 학교장 및 교육청 담당자 세미나를 개최하였다. 교육부와 아태교육원은 2015년 세계교육포럼에서 채택된 ‘인천선언문’과 유엔의 지속가능발전목표 이행의 일환으로, 국내 세계시민교육의 확산 및 정착을 위해 2015년부터 세계시민교육 선도교사 프로그램을 실시해 왔으며, 2019년까지 3,000여명의 중앙 및 시도선도교사가 소속 지역을 기반으로 활동해왔다. 선도교사들의 세계시민교육 확산 노력이 학교 및 지역 사회에서 적극적으로 실천되기 위해서는 소속 학교장과 교육청이 세계시민교육의 중요성에 대해 인식하고 가치를 공유하는 것이 필수적이라는 점에 착안하여, 이번 세미나는 세계시민교육의 개념과 배경, 그리고 선도교사 프로그램의 의의와 활동 영역에 관한 내용으로 구성되었다. 교육부 및 아태교육원의 세계시민교육 선도교사 프로그램 내용 및 성과 소개와 더불어, 오준 전 유엔 대사의 ‘세계시민교육 증진을 위한 학교의 역할’주제의 특강, 인천시교육청과 문산수억중학교의 세계시민교육 실천 사례 발표가 제공되어 참가자들의 세계시민교육에 대한 이해 확대를 모색하였다. 임현묵 아태교육원장은 대한민국이 세계시민교육 실천의 모범 국가 중 하나인 바, 선도교사 활동에 대한 이해 및 지원이 활발하게 이루어 질 수 있도록 학교 및 교육청 차원의 노력을 강조하였다. 아울러 참가자들은 유네스코 아태교육원에 위치한 세계시민교육 체험관을 방문, 세계시민교육의 구체적 실천 방법에 대한 아이디어를 공유하는 시간을 가졌다. 아태교육원은 앞으로도 학교 관리자들의 인식 제고 및 세계시민교육 이해 확산을 위한 권역별 세미나를 지속적으로 제공해나감으로 세계시민교육이 교사들의 개별 수업 및 활동에 그치지 않고 학교의 운영 철학과 전학교적 실천으로 확산될 수 있도록 지원해나갈 예정이다. Consultation Meeting with Relevant Organizations for the 2019 Asia-Pacific Teacher Exchange for Global Education 2019-03-11 Organized by APCEIU, the Consultation Meeting with Concerned Organizations for the 2019 Asia-Pacific Teacher Exchange for Global Education(APTE) was held on 21-22 February 2019 at Haeundae Grand Hotel in Busan, Republic of Korea. The Asia-Pacific Teacher Exchange for Global Education is a bi-lateral teacher exchange programme between the Republic of Korea and 7 Asia-Pacific countries(Cambodia, Indonesia, Malaysia, Mongolia, Philippines, Thailand, and Vietnam), hosted by the Ministry of Education(MOE) of the Republic of Korea and implemented by APCEIU. The 2019 APTE, in which a total of 180 teachers from the 8 countries and 47 host schools from 16 MPOEs of the Republic of Korea will participate this year, has been officially launched with the kick-off of the Consultation Meeting. The opening ceremony was filled with the congratulatory remark by Mr. KIM Seokjun, the Superintendent of Education of Busan Metropolitan Office of Education, the welcoming remark by Ms. SHIN Meekyung, the Director of the Educational Internationalization Division of the MOE Korea, the opening remark by Mr. CHUNG Utak, the Director of APCEIU, and the keynote speech by Ms. KIM Insun, the Head Director of Haemill School. Through her keynote speech, Ms. KIM Insun emphasized the importance of the roles of schools and teachers in growing students as global citizens with open minds and global competency, and pointed out the significance of the APTE as a platform of the co-development of students and teachers of the participating countries. The participants of the 2019 Consultation Meeting have successfully shared the outcomes of the 2018 APTE and the plan of the 2019 APTE. Especially, this year’s Consultation Meeting provided the participants with the opportunity to construct a better network for the implementation of the APTE, by accumulating ideas and suggestions on the betterment of the Programme. Meanwhile, Mr. Oh Joon, the former Ambassador of the Republic of Korea to the United Nations in 2013 to 2015, delivered a special lecture on Global Citizenship Education, which addressed the significance and challenges of the Global Citizenship Education in the globalization era. The lecture also emphasized the key implications of the APTE which particularly contributes to the goal 4.7(promoting GCED) and 4.c(enhancing the quality of teaches through international cooperation) of the SDGs. Experts’ Meeting on Teaching and Learning Responsible Transformative Engagement 2019-02-21 Expert’s Meeting on Teaching and Learning Responsible Transformative Engagement was convened by UNESCO HQ, APCEIU, and Ban Ki-Moon Centre for Global Citizens for two days, on 16 - 17 February 2019 in Seoul, Republic of Korea.Experts from various fields such as education policymakers, educators and youth leaders discussed responsible and effective engagement for transformative purposes including for and by whom, and across a range of contexts in relation to education in order to make a change. In addition, they delved into pedagogical tools and teaching supports to empower learners to move from learning to action.The final report encapsulating discussions during the Meeting will be published within this year. 1st Capacity-Building Training Workshop for the 5th Batch of the National GCED Lead Teachers 2019-01-24 Co-organized by Ministry of Education and APCEIU, ‘Capacity-Building Workshop for the 5th Batch of the National GCED Lead Teachers’ was held from 14th to 18th of January, 2019, awarding a letter of appointment to 67 teachers who successfully completed the workshop. Those are representative teachers appointed by 17 MPOEs (Metropolitan and Provincial Offices of Education) to play pivotal roles in disseminating and implementing global citizenship education (GCED) in Korea. GCED Lead Teachers Programme in Korea has been jointly organized by the MOE and APCEIU since 2015 to effectively spread GCED in Korea, which was adopted as the global education and development agenda by the global community in the same year. As of 2018, over 2,500 Lead Teachers including 230 National and 2,290 Provincial GCED Lead Teachers have been actively involved in GCED activities nationwide. Taking into account the participating teachers’ passion, interest, and rich experiences on GCED, this workshop not only provided lectures for in-depth understanding of the concepts and themes of GCED, but also enabled them to actively participate in the sharing GCED practices, developing action plan, and exploring implementation strategies that reflect the context of their respective regions. As National GCED Lead Teachers, participants will organize delivery training workshops targeting Provincial GCED Lead Teachers and general school teachers, conduct field-based research on GCED, carry out various GCED activities, and manage the teachers’ study associations and supervise their colleague teachers. With these roles, participants are expected to broaden their GCED practices in their schools and local communities, and ultimately to contribute to the promotion of quality global citizenship education in Korea. Participants will be invited back to APCEIU during 8-9 August 2019 for the 2nd Capacity-Building Workshop to share practices in their own region and to examine the future direction to further implement GCED nationwide.
