بحضور ممثلي وزاراتي التعليم.. طاقة الشيوخ تناقش اقتراح تدريس مادة البيئة والسلامة 2022-06-08 عقدت لجنة الطاقة والبيئة بمجلس الشيوخ اجتماعا ظهر اليوم "الأحد"، لمناقشة اقتراح برغبة مقدم من النائب محمود بكري ويتعلق بتدريس مادة "البيئة والسلامة" في المدارس والجامعات، وذلك في إطار التغيرات المناخية التي يشهدها العالم، والتي تؤثر علي كافة مناحي الحياة في مصر والعالم.-وشارك في الاجتماع ممثلين عن وزارتي التربية والتعليم،والتعليم العالي.و ذكر الاقتراح أن وزارة التربية والتعليم حرصت على ربط الدراسة في مختلف المواد بحياة الإنسان عن طريق إدخال بعض الموضوعات المرتبطة بالبيئة وتعرف التلاميذ على بعض المشكلات التي تواجهها ، حيث أكد المتخصصون على أهمية تضمين وحدات ضمن المناهج الدراسية ذات الصلة بالموضوعات البيئية وتدريسها بصورة متكاملة في المناهج الدراسية المرتبطة بها مثل العلوم والدراسات الاجتماعية وغيرها في مراحل التعليم العام وأوضح الاقتراح أن هذه الموضوعات تم إدخالها بأسلوب لا يسمح لنا بالقول أنها تقدم تربية بيئية أو توعية بيئية وإن كانت تدور حول البيئة إلا أنها ليست من اجل البيئة أي أن التعليم من اجل البيئة مازال ضعيفًا ولم تتضح معالمه في أهداف تدريس العلوم أو في الكتب المدرسية.وأضاف أنه بالنظر أيضا إلى مناهج العلوم نجد أنها تعالج الظواهر الطبيعية معالجة بسيطة ومتفرقة ولا تتناسب مع أهميتها وما تحدثه من تغييرات في البيئة وعدم اشتمالها على كثير من الظواهر البيئية والمناخية التي تتعرض لها جمهورية مصر العربية .ولفت الاقتراح إلى أن مناهج العلوم والدراسات وغيرها لا تؤدي إلى تنمية الوعي بالكوارث الطبيعية وتأثيراتها على البيئة .ومن ثم تتضح أهمية وجود مقرر دراسي لتنمية وعي التلاميذ بالتغيرات المناخية والتنمية المستدامة ، على أن يجمع بين الجانبين النظري والعملي أو التطبيقي.ونوه إلى أن أهمية هذا الموضوع ،دفعت اليونسكو لتنظيم اجتماع للخبراء في مارس 2013 م، شهد حضورًا جيدا بشأن تغيير مناخ التعليم من أجل التنمية المستدامة في أفريقيا وقد عقد هذا الاجتماع في موريشيوس، بحضور أكثر من 100 خبير في المناخ والتنمية المستدامة من جميع دول أفريقيا.وأشار الاقتراح إلى أنه من أبرز التوصيات التي خرج بها خبراء التعليم في هذا الصدد ما يلي: – استخدام مفهوم التعليم من أجل التنمية المستدامة (ESD) كإطار مشترك لتعليم تغير المناخ Climate Change Education (CCE)– دمج تعليم تغير المناخ في التدريس والتعلم على جميع المستويات وفي جميع المجالات من التعليم )رسمية وغير رسمية( وفي جميع مراحل العمر.– ربط المنظور العالمي والمحلي.– الأخذ بعين الاعتبار الطبيعة المعقدة والتخصصات المتعددة في تعلم تغير المناخ.- تشجيع التنمية التربوية التي تدعم المشاركة التفاعلية والتعلم الموجه نحو تعلم تغير المناخ.– التأكيد على أهمية دعم السياسات الوطنية ووضع السياسات المتعلقة بتعليم تغير المناخ.– تضمين الكفاءات والمهارات المرتبطة بتعليم تغير المناخ في أطر التقييم.– إشراك الشباب في الإجراءات.– المواصفة الإماراتية للوقاية من التنمّر 2022-06-08 كشفت وزارة الصناعة والتكنولوجيا المتقدمة عن بدء تطبيق المواصفة القياسية الإماراتية للوقاية من التنمّر، التي تتضمن مبادئ وأهداف ومتطلبات نظام إدارة الوقاية من التنمّر في المؤسسات التي يوجد فيها أطفال (دون الـ18 سنة)، للحدّ من خطر هذا السلوك العنيف، الذي يضر بتنمية شخصياتهم.وأوضحت الوزارة لـ«الإمارات اليوم» أن المواصفة صالحة للتطبيق في جميع أنواع المؤسسات المخصصة حصراً للأطفال، أو تلك التي يقصدونها أو يوجدون فيها، وعلى رأسها المدارس الحكومية والخاصة، والمدارس الداخلية والمؤسسات غير المدرسية، مثل مراكز التدريب ومراكز ودور الرعاية والإيواء. كما تشمل مراكز رعاية الشباب، والأندية، والمنشآت الرياضية والثقافية والترفيهية.وقالت الوكيل المساعد بالإنابة لقطاع المواصفات والتشريعات في الوزارة، فرح الزرعوني، إن المواصفة الجديدة تهدف إلى حماية حقوق الطفل، الواردة في قانون «وديمة»، من خلال المحافظة عليه ووقايته من التنمّر، باعتباره من الممارسات والأفعال التي تمثل تعدياً على الطفل، من أقرانه، أو ممّن يكبرونه سناً.وكشفت الزرعوني أن المواصفة تتضمن تشكيل لجنة للوقاية من التنمر، تمثل فيها جميع الأطراف المعنية، الأطفال والآباء والأمهات، وتكون مهمتها التحقق من وفاء المدرسة أو المؤسسة غير المدرسية بالتزاماتها بشأن الوقاية من التنمّر، ورصد سلوكها في ما يتعلق به، والتحقق من تنفيذها إجراءات فعّالة للوقاية منه.وتابعت الزرعوني أنه يجب على المدرسة أو المؤسسة المعنية بأنشطة الأطفال اعتماد مدونة تلتزم بموجبها باستخدام جميع التدابير للوقاية من التنمّر، وفقاً لهذه المواصفة، والإجراءات الأخرى التي تتطلبها القوانين المحلية، مع ضرورة وجود موقع إلكتروني للمدرسة أو المؤسسة، تتوافر فيه معلومات عن سياستها للوقاية من التنمّر، وأن تضمن المدرسة أو المؤسسة عملية المراقبة المناسبة للمتعلمين داخل المباني وخارجها، من خلال تحديد خطة مراقبة خاصة خلال اللحظات الحرجة، التي تزداد فيها احتمالية وجود أطفال بلا إشراف، مثل أوقات الدخول والخروج، ونهاية الفصل، وفترات الراحة، مع الاحترام الكامل لخصوصية الأطفال، مشيرة إلى وجود أماكن يحدث فيها التنمّر بشكل كبير، وهي الأماكن التي لا يوجد فيها أشخاص راشدون، مثل الأروقة والحمامات والملاعب وحافلات النقل المدرسي.ووفقاً للزرعوني، تتضمن المواصفة أن تضع المدرسة أو المؤسسة المعنية، التي تطبّقها، لائحة للسلوكيات غير المقبولة في ما يتعلق بالتنمّر، والتدابير التأديبية أو العقوبات المترتبة على ذلك، وفقاً للمعايير والقانون. كما يجب على الموظفين إبلاغ السلطات المعنية عن أفعال التنمّر عند الضرورة، بما في ذلك ارتكاب أي جرائم تتطلب مقاضاة تلقائية.وأكدت الزرعوني وجوب إنشاء المدارس والمؤسسات المعنية عنوان بريد إلكتروني يكون مخصصاً لرفع الشكاوى المتعلقة بالتنمّر، مع التأكيد على حماية البيانات الشخصية الحساسة للأطفال المتورطين فيه، سواء مورس على أرض الواقع أو إلكترونياً.وشددت على أن تطبيق المواصفة يعتبر مهماً لتحديد المخاطر التي يتعرض لها الأطفال، وضمان إدارة العمليات التي تقللها، أو تقضي عليها، مع الأخذ في الاعتبار الإجراءات القانونية المتبعة بناءً على القوانين المعمول بها في الدولة لحالات التقصير في الإشراف والرقابة.تعريف التنمّرعرّفت المواصفة التي اطّلعت عليها «الإمارات اليوم» التنمّر بأنه الاستغلال المتعمد للقوة، الذي يتخذ أشكالاً عدة من إساءة لفظية أو جسدية أو إيحائية أو اجتماعية.ويحدث هذا السلوك من فرد ضدّ فرد أو من مجموعة ضدّ فرد. ويكون السلوك ظالماً متكرراً مع الوقت، ويهدف لإيذاء أحد الأشخاص أو ممارسة الضغط عليه، وعدم قدرته على الدفاع عن نفسه، لعدم تكافؤ القوة بينه وبين المتنمّر، ما يلحق الأذى به ويسبب مشاعر الألم لديه.كما يشمل التنمّر الاعتداء المتكرر والمقصود، سواء كان جسدياً أو اجتماعياً أو لفظياً من أولئك الذين يكونون في مركز قوة على من هم في مركز ضعف، ولا يستطيعون المقاومة، بهدف الحصول على مكتسبات معينة، أو لفت الأنظار، بحيث يؤدي ذلك إلى الإيذاء والإضرار بالآخرين، والتسبب بمشاعر الألم لديهم. ولهذا السلوك أشكال عدة، منها التنمر الإلكتروني. وهو يستهدف شخصاً عبر الإنترنت باستخدام الأجهزة الالكترونية (الحاسب الآلي، والهواتف الذكية، والأجهزة اللوحية) بإرسال تعليق صحيح أو خاطئ أو مشاركة صورة للضحية بهدف الشتم أو الإذلال أو الابتزاز أو الترهيب أو المضايقة أو الإهانة والتشهير، وسرقة الهوية والتشويه والتلاعب والمعاملة غير القانونية للبيانات الشخصية الضارة بالأطفال. كما يتضمن أيضاً نشر مواد عبر الإنترنت تستهدف فرداً واحداً أو أكثر من عائلة الطفل، بهدف عزله هو أو مجموعة من The purpose of the meeting was to increase support for education in the aftermath of the COVID-19 pandemic. A key part of the event was the launch of a report Reimagining our futures together: a new social contract for education by UNESCO’s Director-General and the President of Ethiopia, Sahle-Work Zewde.  UNESCO’s Member States adopted the first ever global Recommendation on the Ethics of Artificial Intelligence.  It will be presented by the Director-General accompanied by experts at a press conference at 15.00 CET on Thursday, the 25 November, at UNESCO Headquarters. There is no solution without education. Every learner needs to understand climate change, and be empowered to be part of the solution, and every teacher given the knowledge to teach about it. The UN and UNESCO have called on States to take action to curb this harmful phenomenon. The Global Ministers Conference, the first of its kind, organized by UNESCO and co-chaired by President Hage Geingob of Namibia has given rise to decisions on common actions at all levels of education, prioritizing media and information literacy, teacher training and public awareness raising about digital citizenship. "This hatred is not new. But what has changed more recently is the influence and magnitude of social media platforms, which have become an echo chamber that amplifies. The legal response is essential, but it is not enough. prioritise teachers in education recovery 2021-10-06 A successful education recovery hinges on increased investment in the well-being, training, professional development and working conditions of the world’s 71 million teachers to recover learning losses and manage transformations in teaching and learning imposed by the COVID-19 pandemic. This is the key message of World Teachers’ Day, celebrated on 5 October under the slogan “Teachers at the heart of education recovery.” The global advocacy day calls on governments and the international community to focus on teachers and the challenges facing their profession, and to share effective and promising policy responses.  “Today we celebrate the exceptional dedication and courage of all teachers, their capacity to adapt and to innovate under very challenging and uncertain conditions. They are the principal actors of the global education recovery efforts and are key in accelerating progress towards inclusive and equitable quality education for every learner, in every circumstance,” said the conveners of World Teachers’ Day, UNESCO’s Director-General, Audrey Azoulay, UNICEF’s Executive Director, Henrietta Fore, International Labour Organization’s Director-General, Guy Ryder, and Education International’s General-Secretary, David Edwards in a joint statement. “Now is the time to recognize the exceptional role teachers play and to empower them with the training, professional development, support and working conditions they need to deploy their talent. Education recovery will be successful if it is conducted hand in hand with teachers - giving them voice and space to participate in decision-making,” argued the conveners. The educational disruptions caused by the COVID-19 crisis highlighted the crucial role of teachers in maintaining learning continuity. They have been at the heart of the educational response, from leveraging technology creatively to providing socio-emotional support to their students and reaching those most at risk of falling behind with take-home packages. But the crisis has also highlighted major challenges facing the teaching profession, including the lack of career development opportunities in online teaching and distance learning, increased workloads associated with double-shift classes and blended models and occupational safety issues. As of 27 September, schools opened fully in 124 countries. They are partially reopened in 44 countries and fully closed in 16. These figures highlight both the need for attention to teachers’ health and well-being as schools reopen, and for continued professional development to integrate and use educational technologies. According to UNESCO’s research 71% of countries have given some priority to the vaccination of teachers, but only 19 countries included them in the first round of vaccinations, while 59 countries have not prioritized them in their roll-out plans. More effort is needed to support teachers in the transition to remote and hybrid teaching. According to the 2021 global survey conducted by UNESCO/UNICEF/World Bank and OECD released in July: 40% of countries trained three quarters or more of teachers on distance learning methods and the effective use of technologies in 2020 Only six out of ten countries provided teachers with professional development on psychosocial and emotional support Just over half of all countries (58%) provided teachers with content for remote learning, while 42% provided teachers with ICT tools and internet connections  Putting teachers at the heart of the education recovery will require increasing the size of the teacher workforce. According to the above survey, 31% of 103 countries recruited additional teachers for school reopening, but the global gap remains high. In total, 69 million more teachers are needed worldwide to ensure universal primary and secondary education by 2030 (SDG target 4.1) It is projected that sub-Saharan Africa will need to recruit 15 million primary and secondary teachers by 2030.  To celebrate 2021 World Teachers’ Day, the conveners, together with partners, including the World Bank, the Hamdan Foundation, the International Task Force on Teachers for Education 2030 (TTF), civil society organisations and members of the Global Education Coalition, will organize global and regional events and an advocacy campaign with the participation of the UNESCO Global Network of Learning Cities.
