2018 유엔 세계시민교육 세미나 개최 2018-05-06 유네스코 아태교육원은 주유엔 대한민국 대표부 및 유엔 공보국과 함께 지난 4월 26일 미국 뉴욕 유엔 본부에서 ‘2018 유엔 세계시민교육 세미나’를 개최했다. ‘유엔의 비전과 지속가능발전목표실현을 위한 세계시민교육의 역할(The Role of Global Citizenship Education in the 2030 Agenda and Beyond)’을 주제로 열린 이번 세미나에는 주유엔 대표부 대사 및 고위인사, 학계 및 국제기구 관계자, 대학생 약 200여명이 참석한 가운데 세계인권선언 제정 70주년을 맞이하여 인권, 평화, 안보 및 개발의 맥락에서 세계시민교육에 관한 견해를 교환하고, 나아가 해당 교육의제의 특성과 지속가능발전목표 이행과의 연관성을 재조명하며, 세계시민교육의 지속적인 전지구적 확산 방향을 모색했다. 이날 개회식에서 주 유엔 대한민국 대표부 조태열 대사는 세계시민교육의 이행 현황 및 사례를 여러 이해당사자들과 공유하는 것에 대한 중요성을 강조하며, “세계시민교육에 대한 인식 확산을 위한 노력은 계속되어야 하지만, 다음 단계로 나아가기 위한 가시적인 방법을 고려하기 시작해야 한다”고 말했다. 또한 “이제는 단순히 세계시민교육 옹호활동을 넘어 이행사례 공유에 중점을 두어야 한다”고 발언하며, 세계시민교육 이행의 가속화를 위한 실천가들과의 협력을 강조했다. 한편, 아태교육원의 정우탁 원장은 세계인권선언과 세계시민교육의 연계성을 강조하는 한편 내셔널리즘적 가치의 확산과 국제사회의 보편가치 추구와 같은 대내외 환경변화가 세계시민교육의 국제적 촉진에 있어 영향을 행사하고 있음을 역설하고, “세계시민교육을 통해 형성된 가치와 역량은 지역적, 국가적 나아가 세계적 수준에서도 동일하게 적용된다”고 말했다. 유엔 공보국의 라무다모다란 부국장은 세계시민교육을 통한 청년들의 역량 강화, 유엔 비전과 지속가능발전목표의 실현에 있어 능동적인 세계시민의 참여와 유엔 차원 활동의 중요성을 역설했다. 유네스코 뉴욕사무소 마리 폴 라우딜 소장은 세계시민교육의 중요성과 함께, 교육을 통한 폭력적 극단주의의 예방, 세계시민교육의 지역별 맞춤형 개념화를 위한 유네스코의 노력사례를 공유했다. 또한, 그녀는 세계시민교육의 증진을 위한 아태교육원의 주도적인 역할을 강조했다.       기조연설을 맡은 성공회대학교 사회학과 조효제 교수는 유엔과 세계인권선언의 현재적 의미와 한계를 지적하고, 지속가능발전목표 및 세계시민교육과의 연계성에 대해 설명하며, “세계시민교육은 우리와 다음 세대의 삶의 인권 증진에 있어 가치 있는 도구로 작용하고 있으며, 세계인권선언의 교육적 가치는 여전히 의의가 크다”고 밝혔다. 나아가 그는 “오늘날 이를 실질적으로 이행하기 위해서 세계시민교육의 통찰을 활용할 필요가 있으며, 세계시민교육 역시 인권교육의 경험으로부터 얻을 바가 많다”고 말했다.    패널 토의에는 세계시민교육 연구자 및 실무자들의 발표가 이루어졌으며 참석한 패널리스트들은 아래와 같다.  뉴욕주립대학교(SUNY-Albany) 애런베나봇 교수 숙명여자대학교 최동주 교수 유엔인권고등판무관실(UNHCHR) 크리스티안쿠티스 인권담당관 데이튼대학교 나탈리허드슨 교수 뉴욕대학교 캐롤앤스프린 교수 아델피대학교 리타버마 교수        패널리스트들은 세계시민교육에 관한 다양한 연구 및 노력사례를 공유하는 한편, 유엔 교육 아젠다로서 세계시민교육이 유엔이 추구하는 가치와 비전에 어떻게 기여할 수 있을지에 대해 중점적으로 토론하였다. 유엔은 관용과 상호간의 존중을 촉진하고, 폭력적 극단주의와 급진주의를 예방하는 장기적이고 근본적인 해결책으로서의 세계시민교육의 접근법을 강조해오고 있다는 내용과 이와 같은 노력의 확산을 위한 유엔의 지속적인 역할이 강조되었고, 세계시민교육 이행사례의 일환으로 미국 데이튼 대학교의 인권 프로그램, 사회정서학습 관련 자료 개발사례, 비형식 교육의 중요성 등이 논의되었다. 관련 링크: 웹캐스트: http://webtv.un.org/watch/the-role-of-global-citizenship-education-in-the-2030-agenda-and-beyond/5777364914001/ 사진: https://www.flickr.com/photos/139960156@N04/sets/72157668321179628/ URL:http://apceiu.org/board/bbs/board.php?bo_table=k31&wr_id=867 ⓒ APCEIU Workshop for sharing of outcomes of 2017 GCED Courses 2018-03-23 An academic workshop to share the outcomes of 2017 GCED Courses was held at APCEIU on 28 February this year. For the past 2 years APCEIU has been supporting the GCED Courses Development of universities in Korea to raise awareness of GCED amongst the college students and boost research on GCED in Higher Education Institutions(HEIs) in the context of Korea. For this year’s workshop, not only the professors who had designed and implemented GCED courses throughout 2017 Autumn semester (July to December) but the professors who are in charge of the GCED courses during the 2018 Spring semester (March to June) attended to share the outcomes and experiences of GCED Courses in 2017 and introduce operational plans for GCED course in 2018.Throughout the workshop, the participants shared essential strategies for development of similar courses in the future and pedagogical skills while discussing develop a student assessment tools and GCED resource materials to meet the current demands of the universities in line with the project. Participating universities requested APCEIU’s continuous support and extension of the programme based on the results of evaluations separately conducted by six selected HEIs targeting approximately 477 course-attendees who have shown high satisfaction and interest for the GCED courses. URL:Workshop for sharing of outcomes of 2017 GCED Courses > APCEIU News - APCEIU (unescoapceiu.org) ⓒ APCEIU The 5th Meeting of UNESCO Category 2 Centres in Education held in Cairo 2018-03-08 The 5th Meeting of UNESCO Category 2 Centres in Education co-organized by the Arab States Fundamental Education Centre (ASFEC), Egyptian Ministry of Education and Technical Education, UNESCO Beirut Office and UNESCO Cairo Office was held from 20-22 February 2018 at Al Masah Hotel, Cairo, Egypt. Following the last meeting in Manila in 2015, this meeting served as an opportunity for the centres to share their programmes and plans, explore areas of possible collaboration, and increase the visibility of the centres’ active contribution to the realization of UNESCO’s objectives. Nine out of the eleven centres were represented during the meeting as follows:  Asia-Pacific Centre of Education for International Understanding (APCEIU), Seoul, Republic of Korea International Centre for Higher Education Innovation (ICHEI), Shenzhen, China International Research and Training Centre for Rural Education (INRULED), Beijing, China Regional Centre for Adult Education (ASFEC), Sirs El-Layyan, Menoufia, Egypt Regional Centre for Early Childhood Care and Education in the Arab States (RCECCE), Damascus, Syrian Arab Republic Regional Centre for Educational Planning (RCEP), Sharjah, United Arab Emirates Regional Centre for Quality and Excellence in Education (RCQE), Riyadh, Saudi Arabia South Asian Centre for Teacher Development (SACTD), Meepe, Sri Lanka South East Asia Centre of Lifelong Learning for Sustainable Development (SEA CLLSD), Manila, Philippines  From the last meeting in 2015, two new centres were included in the network of centres, including: the International Centre for Higher Education Innovation (ICHEI) based in Shenzhen, China and the International Mother Language Institute (IMLI) based in the Dhaka, Bangladesh. This growing number of centres provide more opportunities for partnership among the specialized centres in education under the auspices of UNESCO.Representatives from UNESCO Headquarters, UNESCO Beirut Office, UNESCO Cairo Office and the UNESCO Institute for Lifelong Learning, a UNESCO Category 1 Institute in Education participated in the said meeting, along with representatives from the Egyptian Ministry of Education and Technical Education and related organizations. As the first global meeting of the centres after the adoption of the Sustainable Development Goals (SDGs), the contribution of the centres to the SDGs, particularly for SDG4 (Quality Education) was the focal point of discussion.At the opening of the meeting, Mr Ghaith Faris, Director of UNESCO Cairo, highlighted the importance of the UNESCO Category 2 Centres in achieving the global goals, as an important extension arm of UNESCO in the field for the implementation its core programmes and objectives. Mr Utak Chung, Director of APCEIU, shared the continuous effort of APCEIU since 2015 to engage with, increase capacities of and provide tools and necessary resources to relevant stakeholders to contribute to SDG4, particularly to Target 4.7 focusing on Global Citizenship Education. URL:The 5th Meeting of UNESCO Category 2 Centres in Education held in Cairo > APCEIU News - APCEIU (unescoapceiu.org) ⓒ APCEIU Kick-off Meeting for the 3rd Phase of GCED Curriculum Development & Integration 2018-02-21 APCEIU convened a Kick-off Meeting for the 3rd Phase of GCED Curriculum Development & Integration on 12-13 February 2018 in Seoul, Republic of Korea. This project has entered to its final year of the three-year project which had started since 2016. In this final year, it is planned to roll out and disseminate the GCED-integrated curriculum/teaching and learning aids developed based on the contexts of and demands from the target countries. Furthermore, a sustainable mechanism which ensures the effective usage of the final output will be established. During the Meeting, the delegations who gathered from Cambodia, Colombia, Mongolia and Uganda along with UNESCO-IBE and APCEIU shared the outcomes of the last year and discussed specific action plans for this year.In particular, this Meeting included an intensive discussion on the impact of the final output to be disseminated nation-wide. While recognizing the different entry points of GCED by country, all participants highlighted that it is critical to consider the characteristics of the country when it comes to its successful utilization.This Meeting was able to reaffirm on-going effort of GCED advocacy in the participating countries and solidify the close cooperation for fruitful finale of the three-year project.    URL:Kick-off Meeting for the 3rd Phase of GCED Curriculum Development & Integration > APCEIU News - APCEIU (unescoapceiu.org) ⓒ APCEIU Capacity-Building Training for the 4th Batch of the National GCED Lead Teachers 2018-02-05 The Ministry of Education (MOE) and APCEIU conducted ‘Training Workshop for National GCED Lead Teachers,’ from 15th to 19th of January, 2018 and awarded 67 teachers who successfully completed the programme with a letter of appointment. Those appointees composed of current primary, secondary school teachers represent nationwide cities and provinces, and will play a pivotal role in bringing about and spreading global citizenship education. GCED Lead Teachers programme in Korea has been jointly planned and operated by the MOE and APCEIU since 2015 to establish and expand GCED, the global education initiative adopted by UN and UNESCO in national school system. This year the training workshop used various workshop methods to improve understanding and practical skills of global citizenship education. On the first and second day, the workshop was mainly about concept and intensive understanding of GCED. The third day brought the teachers into action through dynamic activities that aimed for a better application of GCED into school. On the fourth day, teachers eagerly shared both their GCED practical cases and training methods, and on the last day, they announced and presented future planning and implementation of GCED. In particular, on the 4th day of workshop, the former UN Secretary General Ban Ki-moon, who led the global agenda for education via the Global Education First Initiative (GEFI), made a surprise visit to encourage the workshop participants and emphasize the importance of global citizenship education. In his speech, Mr. Ban said, "GCED can be essential to solve many of the problems associated with the global community, such as poverty, conflict, and violent extremism." and added, “I am expecting the National GCED Lead Teachers to play a key role in educating GCED for Korean students to become global leaders. The appointment ceremony was held after the end of the training attended by officials from the MOE and APCEIU, giving certificates and emphasizing the meaning and value of GCED Lead Teachers programme. Director Chung Utak said in the opening remark, "GCED should be intensified even from primary school to resolve many global issues that cannot be dealt with alone within national boundaries." Kim Hyeon-Joo, Director for International Education Cooperation offered words of encouragement to the appointees saying “The ministry’s plan on GCED cannot be realized without teachers.”  URL:Capacity-Building Training for the 4th Batch of the National GCED Lead Teachers > APCEIU News - APCEIU (unescoapceiu.org) ⓒ APCEIU Partnerships with Suseong District and Chungnam National University 2017-12-24 APCEIU has entered an agreement with various stakeholders to promote and implement GCED at the local contexts. A Memorandum of Understanding (MOU) was signed with Suseong District of Daegu Metropolitan City to promote GCED in the educational programmes of the local government. Another MOU was signed with Chungnam National University to expand academic research and collaborative programmes on GCED. APCEIU, on 14 December 2017, signed an agreement with Daegu Metropolitan City’s Suseong District to advance GCED for future generations. This is part of Suseong District’s dedication to provide quality educational opportunities for its young citizens. The two organizations have agreed to the following:  ▲  Mutual consultation on GCED  ▲  Co-operation on the development of GCED education materials and contents  ▲  Other various matters on the development of lifelong learning opportunities for residents. Also, on 20 December 2017, an MOU was signed between Chungnam National University (CNU) and APCEIU focusing on academic research on GCED. Both parties agreed to work together in exchanging educational and cultural programmes including  ▲  Fostering cooperation and linkages to provide educational programmes for university students  ▲ Collaboration on GCED research  ▲  Co-organization of international events, workshops, and seminars and cooperation on inviting overseas resource persons   ▲  Sharing information and ideas, as well as facilities for mutual development and overall cooperation in the areas as agreed upon. APCEIU, in partnership with the above institutions, will contribute to the realization and contextualization of GCED in different fields. URL:Partnerships with Suseong District and Chungnam National University > APCEIU News - APCEIU (unescoapceiu.org) © APCEIU Follow-up Activity of the 2nd Global Capacity-Building Workshop on GCED: Workshop for UNESCO ASPnet School Teachers in Indonesia 2017-12-06 APCEIU organized the 2nd Global Capacity-Building Workshop on GCED from 4 to 15 September, 2017. This workshop covered diverse thematic areas including peace, human rights, sustainable development, cultural diversity and prevention of violent extremism and this year, participants had an opportunity to participate in the 2nd International Conference on GCED from 13 to 14 September as session moderators or presenters, and expand their networks on GCED. There were 32 professionals in the field of teacher education, teacher training, curriculum development and education policy of 29 UNESCO member states from the Asia-Pacific, Africa, Arab States, Latin America and Europe for this workshop and they participated in the lectures, hands-on activities, field and school visits and action plan development on GCED. As a follow-up activity of this workshop, APCEIU co-organized a Training Workshop on GCED in Indonesia with the Indonesian National Commission for UNESCO from 22 to 24 November 2017 in Jakarta, Indonesia. This three-day workshop was especially for the UNESCO Associated Schools Project Network (ASPnet) school teachers and national trainers from the Indonesian Ministry of Education and Culture to raise their understanding of GCED focusing on school practices reflecting national education system. Aimed to ensure that all students in UNESCO ASPnet schools are provided with the knowledge, attitudes and skills to promote global citizenship, this workshop also shared best practices in Indonesia and Korea by Mr. Samto, a participant of the 2nd Global Capacity-Building Workshop on GCED, who is in charge of teacher training at Indonesian Ministry of Education and Culture, and the 3rd Batch of GCED National Lead Teachers, Ms. Sangjeong Kim and Ms. Hyehee Kim. This workshop was facilitated in the participatory format through presentations, group works and activities to help participants deepening their understanding on GCED as well as internalize its concepts to develop action plans respective to their own educational contexts. As parts of the workshop, Dr. Ir Hendarman, Head of Analysis & Policy Synchronization, Ministry of Education and Culture, introduced Indonesian education policies and promised to support programmes on GCED, and Dr. Arief Rachman, Executive Chairman of Indonesian National Commission for UNESCO provided a special lecture on introduction to GCED and GCED practices in school. During the workshop, participants worked in groups to share their best practices and at the end, established detailed action plans to be implemented in the primary and secondary schools. As the final programme, they were invited to the Indonesia Teachers’ Day ceremony organized by the Indonesian Ministry of Education and Culture. Ms. Hasnah Gasim, Indonesian UNESCO ASPnet School coordinator expressed her gratitude to APCEIU and the workshop participants, and requested continuous support for future cooperation as follow-ups on this opportunity. She mentioned that “As a partner of GCED, we look forward to working together with educators in Indonesia to enhance GCED through diverse opportunities and will actively support their participation in APCEIU programmes.” URL:Follow-up Activity of the 2nd Global Capacity-Building Workshop on GCED: Workshop for UNESCO ASPnet School Teachers in Indonesia > APCEIU News - APCEIU (unescoapceiu.org) © Apceiu APCEIU gearing up for the promotion of GCED in West Africa through E-learning! 2017-12-06 Co-organized by Asia-Pacific Centre of Education for International Understanding (APCEIU) and INSE (Institut National des Sciences de l’Education; National Institute of Educational Sciences and Training) at University of Lomé, Workshop in Togo on GCED (Global Citizenship Education) was held on 15 of November 2017 at Lomé, Togo. As this year’s third post-Fellowship Programme, Fellowship Good Practices & On-site Training, Workshop in Togo on GCED was implemented to support the initiative of Mr. Namiyate Yabouri (2015 Fellowship participant from Togo) on development of GCED E-learning courses and integration of GCED into curriculum for pre-service teachers in Togo. The workshop invited relevant stakeholders in the area of GCED and curriculum development, including lecturers from educational sciences and psychology department at INSE, researchers from relevant institutes of the university and representative from Togo National Commission for UNESCO . After the opening remarks given by Professor Komlan Batawila, the Vice-President of University of Lomé, the first session introduced GCED to participants in order to enhance their understanding towards the concept. Led by APCEIU, the background on emergence of GCED and conceptual framework of GCED was presented to the participants followed by an intense debate session where the participants asked various crucial questions relevant to the Togolese context.  The afternoon session was first facilitated by Mr. Yabouri, during which he analyzed the opportunities as well as challenges in integration of GCED concepts into e-learning curriculum for pre-service teachers in context of Togo. He asserted that as a pre-service teacher training institute in Togo, INSE already possesses necessary resources and experiences to develop teacher training curriculum. However, he also pointed out that lack of facilities and equipment may hinder the process, but hoped that the problem be solved within coming years with the enhanced support system of the university. Mr. Yabouri further elaborated on the details of the project as well as expected results, on which the participants divided into 3 groups and discussed the feasibility and ways of improvement for the proposed project. Based on collected feedback from the participants, INSE will continue to work on development of GCED E-learning curriculum which is expected to be validated and ready for early next year. APCEIU expects that the newly developed E-learning curriculum on GCED will benefit a wide range of educators, particularly those of Francophone countries in West Africa. URL:APCEIU gearing up for the promotion of GCED in West Africa through E-learning! > APCEIU News - APCEIU (unescoapceiu.org) APCEIU’s Presentation and Exhibition on GCED at the ADEA 2017 2017-12-04 APCEIU participated in the ADEA 2017 Triennale held from 14 - 17 March in Dakar, Senegal.  Association for the Development Education in Africa (ADEA) consists of 54 ministries of education in Africa. Under the theme of ‘Revitalizing education towards the 2030 Global Agenda and Africa’s Agenda 2063’, the event took place at Abdou Diouf International Conference Center located in Dakar. On 16 March Utak CHUNG, director of APCEIU presented in the parallel session of sub-theme 4 “Building Peace Education and Global Citizenship Education” under the title: “Implementing Global Citizenship Education in the SDG Era: Lessons and Challenges.”  Director CHUNG explained about the implication, concept and the background of initiating GCED as a global education agenda included in Sustainable Development Goals (SDGs) and Global Education First Initiative (GEFI). Particularly, he discussed challenges to practice GCED in Africa and Asia-Pacific region, suggesting the direction of the policy implementation and improvement for GCED based on the experiences and practices APCEIU has accumulated during the past 16 years.  Furthermore, director CHUNG shared the experience of APCEIU to implement, practice, evaluate and follow-up GCED projects and presented the cases of the national policy on GCED (Uganda and Republic of Korea). He also advised to the stakeholders of African region on the importance of implementing and fortifying GCED as part of SDGs until 2030.  During the ADEA Triennale, APCEIU exhibited the core contents of the Global Citizen Campus with ICT-based GCED materials to promote GCED. APCEIU’s Global Citizen Campus consists of the programme including Model UNESCO Conference and Global Citizen Experiential Programme where students are provided with enough opportunity to experience GCED.  On the occasion of ADEA 2017 Triennale, APCEIU promoted GCED through presentation and exhibition among educators and stakeholders from African region. It is expected that GCED will solidify its position as key educational agenda in Africa. URL:APCEIU’s Presentation and Exhibition on GCED at the ADEA 2017 > APCEIU News - APCEIU (unescoapceiu.org) Commitment of Stakeholders to the Realization of GCED Network in the Arab States 2017-11-07 Co-organized by APCEIU and the UNESCO Regional Bureau of Education for the Arab States (UNESCO Beirut) and King Abdullah Bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue (KAICIID), the 2017 Arab States Regional Global Citizenship Education (GCED) Network Meeting was held during 13-14 October 2017 in Luxor, Egypt. The meeting brought about 50 representatives from 30 GCED-implementing institutions in the region and this included participants representing the government, national, regional and global organizations, teacher training institutes, universities and civil society organizations. They gathered to develop strategies towards the scaling-up of efforts in the global promotion of GCED, especially in the context of the Arab region. The meeting was composed of plenary sessions and working group discussions to share good practices and effective implementation strategies for GCED. In particular, the meeting sessions were divided into three main topics: framing GCED within a global/regional agenda-setting process, scaling up of good GCED initiatives and developing network strategies. The meeting also facilitated institutions to form and strengthen a regional network for GCED. In the opening speech, Mr. Chung Utak, Director of APCEIU mentioned the goal of the GCED Network Meeting and emphasized the importance of network and partnership among the stakeholders, stating that “We are gathered here to take a step further in the realization of GCED by exploring potential collaboration through forming human and institutional network for GCED in the Arab States”. Dr. Hamed Al Hammami, Director of UNESCO Regional Bureau for Education in the Arab States emphasized new paradigm shifts in education, saying that “We need to have changes. If we need to have new pedagogies ? all should be based on human rights ?. Once again, we would be sincere to have a new form of education that focuses on new variables ? education that is human based ? we should focus on students ? to have social development.” During the session of ‘Scaling up of good GCED initiatives’, participating institutions provided presentations on GCED such as practices and activities. Dr. Reda Hegazi, First Under Secretary for Education from Egypt presented GCED in the New National Education Strategy. Also, Dr. Hassan Nazem, UNESCO Chair for Intercultural and Interreligious Dialogue at the University of Kufa in Iraq emphasized the role of youth as global citizens and presented about promoting citizenship among youth in Iraq. During the second day of the meeting, participants had an interactive group discussion in working groups on developing network strategies. Facilitated by Dr. Mohammed Abou Nimer, Professor of American University and Senior Adviser to KAICIID, led the working groups to discuss challenges, needs and upscaling opportunities and tools regarding the promotion GCED. Participating institutions agreed on Terms of Reference about the aim of the Network and identified role and responsibilities of network members. All agreed that the goals of the Arab States Regional GCED Network are to become “Accelerator”, “Bridge” and “Community” for GCED. Network members are expected to meet regularly through a webinar or e-conference and report about their work on GCED. Also, they are encouraged to share information about upcoming events and to collect publications and resources for the UNESCO GCED Clearinghouse. APCEIU expects that the Arab States Regional GCED Network would enable to promote the commitment of stakeholders through sustained advocacy and outreach, as well as continuous exchange of information on GCED and co-organization of collaborative activities such as meetings, conferences and research programmes in order to scale-up efforts on promoting GCED in the regional and global level.URL:Commitment of Stakeholders to the Realization of GCED Network in the Arab States > APCEIU News - APCEIU (unescoapceiu.org)
