Global Education in a Post-COVID World: Nine Ideas for Public Action 2020 UNESCO Decisions made today in the context of the COVID-19 pandemic will have longterm consequences for the futures of education. In this report the International Commission on the Futures of Education presents nine key ideas for navigating through the COVID-19 crisis and its aftermath, contending that we must build on core principles and known strengths as we face unprecedented disruption to economies, societies and education systems. In the renewal and reimaging of education human interaction and wellbeing must be given priority. This must also be accompanied by a commitment to global solidarity that does not accept the levels of inequality that have been permitted to emerge in the contemporary world Global Reporting on Artificial Intelligence: A Handbook for Journalism Educators 2023 Maarit Jaakkola UNESCO The rise and control of artificial intelligence (AI) is impacting society as a whole. It follows that AI coverage must inform audiences about the implication of the technology itself, beyond journalism. For instance, reporting on the power dynamics in the changing relationship between companies, authorities, citizens and computer chips, and between data and algorithms. While many AI deployments serve public interest, journalists also need insight and expertise to alert about aspects like exclusions, unequal benefits, and violations of human rights. As part of its journalism education series, UNESCO’s International Programme for the Development of Communication (IPDC) has supported the World Journalism Education Council in commissioning this handbook. The aim is to inspire and empower so that journalism educators can help both journalism students and working journalists do justice to one of the major issues of our times. The handbook covers:• Understanding machine intelligence and identifying different types of AI• Exploring AI’s potential, as well as its strengths and weaknesses• Imagining diverse futures with AI by recognising pervasive popular narratives that inform public consciousness• Understanding journalism’s role in mediating and shaping AI discourse• Finding ways of reporting about AI in a nuanced, realistic and accountable manner• Making connections to existing genres of journalism, ranging from general news reporting to data journalism. Strengthening journalism education is one of the key results sought by IPDC, a unique intergovernmental programme within the UN system that specializes in media development. Global Guidance for Generative AI in Education and Research 2023 Fengchun Miao Wayne Holmes UNESCO This Guidance aims to support the planning of appropriate regulations, policies and human capacity development programmes to ensure that generative artificial intelligence (GenAI) becomes a tool that genuinely benefits and empowers teachers, learners and researchers. It explains the Al techniques used by GenAI and maps out a list of GPT models that are made publicly available, especially those under open-source licences. It also opens a discussion on the emergence of EdGPT - GenAI models that are trained with specific data to serve educational purposes. Furthermore, it summarizes some of the key controversies around GenAI, from worsening digital poverty to the homogenization of opinions, and from deeper deepfakes to issues of copyright. Based on a humanistic vision, the Guidance proposes key steps for the regulation of GenAI tools, including mandating the protection of data privacy and setting an age limit for independent conversations with GenAI platforms. To guide the proper use of the tools in education and research, this Guidance proposes a human-agent and age-appropriate approach to the ethical validation and pedagogical design processes. Asia and the Pacific Bringing Living Heritage to the Classroom in Asia-Pacific: A Resource Kit 2022 UNESCO UNESCO Bangkok APCEIU International Information and Networking Centre for Intangible Cultural Heritage in Asia and the Pacific Region under the auspices of UNESCO (ICHCAP) Integrating living heritage in school teaching and learning can enhance education quality, enliven the experiences of students and teachers, and contribute to keeping this heritage alive for current and future generations. In addition, as the ongoing COVID-19 pandemic has also demonstrated, living heritage can play an important role in ensuring the well-being and resilience of communities. UNESCO encourages countries to safeguard living heritage through formal and non-formal education. From the end of 2019 to early 2022, UNESCO has been working with partners to implement a pilot project “Teaching and Learning with Living Heritage in Schools” in six countries in Asia and the Pacific - including Cambodia, Kazakhstan, Kyrgyzstan, Nepal, Republic of Korea and Thailand. Over 1900 students from 21 schools had the opportunity to participate in these innovative classes. Философия независимой жизни связана с самоопределением, с тем, чтобы люди с ограниченными возможностями решали, что для них лучше. Для преодоления ими барьеров, существующих в социальном пространстве, необходимы не только пандусы, специальное оборудование и обученный персонал, но и изменение отношения людей. Речь идет не о благотворительности, а о правах. Необходимо принятие соответствующих законов, создание полноценно развитой социальной инфраструктуры и дружелюбной окружающей среды. Авторы статьи рефлексируют над понятием «философия независимой жизни», выделяя его ключевой момент – концептуализацию проблем инвалидности и выстраивания адекватного отношения в обществе к людям с ограниченными возможностями здоровья (ОВЗ) и особыми образовательными потребностями (ООП). Центральное место в философии независимой жизни занимает инклюзивный подход. Несомненно, проблема адаптации лиц с ООП к системе образования является одним из актуальнейших вопросов в глобальном дискурсе об инвалидности. В то же время, нельзя утверждать, что исследования в области инклюзивного образования получили достаточно широкое распространение в мировом научном сообществе и образовательном пространстве. Существуют огромные различия между национальными уровнями исследований и их интерпретационными рамками. Для выявления состояния инклюзивного образования в Казахстане, авторами предпринята попытка обзорного анализа современных научных исследований в данной области, проведенных отечественными учеными. Рахимов Terrorism is one of the main threats to the security of humanity in the modern world. The intensification of the activities of the terrorist underground in the countries of Central Asia and the deterioration of the situation in Afghanistan raises the problem of terrorism to a new level and calls on the countries of this region to assist international and regional organizations in resolving this issue. Among the most actively developing interregional organizations in the Central Asian region is the Shanghai Cooperation Organization. The central goals of the SCO are directly related to countering and combating the "three evils": terrorism, separatism and extremism. The relevance of this paper relates to the growth of radicalization in the Central Asian region, as a result of which the proposed article analyzes the role of the Shanghai Cooperation Organization in countering terrorism in the countries of the Central Asian region, examines the history of the origin and emergence of terrorism in this region, reveals in detail the key areas of the organization. In addition, the main adopted international legal documents on combating terrorism have been studied, on the basis of which the main stages of the development of cooperation between the member states of the organization for the implementation of anti-terrorist activities of the SCO are observed. Particularly successful cooperation in the fight against terrorism is noted in the conduct of joint anti-terrorist exercises within the framework of the organization's activities, and the activities of the SCO RATS are also considered in detail. The purpose of the article is to assess the potential of the SCO in terms of responding to new security challenges of the member states, primarily in the Central Asian region. To achieve the goal, the following research methods were used: theoretical and methodological analysis, descriptive method, and content analysis. The authors come to the conclusion that at the present stage the SCO is the most influential integration in the space of Central Asia. The organization's anti-terrorist activities show that this field is one of the most successful within the organization's work. In this regard, this problem has been attracting increased attention of researchers (primarily historians and political scientists) from Russia and neighboring countries for quite a long time. The article deals with the issue of the situation of the Russian and Russian-speaking population in the post-Soviet period and how it is covered in modern Russian scientific literature over the past five years (2017–2021), using the example of the countries of Central Asia.
